School safety issues

Two pieces from the Kingston Whig in the last couple of days regarding a pellet gun incident at a local school. The first is the news story on the incident itself, the second an opinion piece on how the school board handled the incident.
The way these sorts of situations are dealt with has changed some in the last few years, as a result of amendments surrounding student suspensions, student expulsions, etc. The goal is to divert, but not to outright kick a student out of school. It's still interesting to see how each board handles these things as they arise.
Take for example the report of a fight at a Belleville high school leading to hospitalization for one student.
What's the right answer to these situations?
